[1.8.x] Fixed gis_tests.geoapp test with incorrect geodetic coordinates. 

The latitude coordinates exceed -90, 90 bounds and caused a test failure
on Oracle 12.2.

Thanks Michał Wierzbowski for help preparing the patch.
