Claude Paroz a6baada7bd Fixed #26940 -- Removed makemessages from no_settings_commands whitelist 
As makemessages uses several settings for proper run (FILE_CHARSET,
LOCALE_PATHS, MEDIA_ROOT, and STATIC_ROOT), we should require settings
configuration for this command.

Akshesh 6a8372e6ec Fixed #26808 -- Added Meta.indexes for class-based indexes. 
* Added the index name to its deconstruction.
* Added indexes to sqlite3.schema._remake_table() so that indexes
  aren't dropped when _remake_table() is called.

Tim Graham 967aa7f6cc Fixed #27010 -- Made Argon2PasswordHasher decode with ASCII. 
The underlying hasher only generates strings containing ASCII
characters so this is merely a cosmetic change.
