Replaced them with per-database options, for proper multi-db support.
Also toned down the recommendation to tie transactions to HTTP requests.

Since "unless managed" now means "if database-level autocommit",
committing or rolling back doesn't have any effect.
Restored transactional integrity in a few places that relied on
automatically-started transactions with a transitory API.
enter_transaction_management() was nearly always followed by managed().
In three places it wasn't, but they will all be refactored eventually.
The "forced" keyword argument avoids introducing behavior changes until
then.
This is mostly backwards-compatible, except, of course, for managed
itself. There's a minor difference in _enter_transaction_management:
the top self.transaction_state now contains the new 'managed' state
rather than the previous one. Django doesn't access
self.transaction_state in _enter_transaction_management.
Fixes#19584.
This implies stop storing file path command line arguments in envvars as
a security measure to start relying on with Popen's shell=False instead,
and addition of an 'utils' module.

Used an absolute path for the SQLite database.
This ensures the settings file works regardless of which directory
django-admin.py / manage.py is invoked from.
BASE_DIR got a +1 from a BDFL and another core dev. It doesn't involve
the concept of a "Django project"; it's just a convenient way to express
relative paths within the source code repository for non-Python files.

Normalized the default application template.
Removed the default test that 1 + 1 = 2, because it's been committed
way too many times, in too many projects.
Added an import of `render` for views, because the first view will
often be:
def home(request):
return render(request, "mysite/home.html")
They are handled independently now and the latter can be influenced by
the new BaseCommand.leave_locale_alone internal option.

This allows for a behavior more in line with what is expected by Ipython
users, e.g. the user namespace is initialized from config files, startup
files.

This allows for Paginator subclasses to easily override the Page class
that gets used.
Took the opportunity to also do some non-invasive PEP8 tidying of the
paginator module.
There was a problem caused by Postgres 9.0+ having bytea_output default
value of 'hex' and cache backend inserting the content as 'bytes' into
a column of type TEXT. Fixed by converting the bytes value to a string
before insert.
Ensured that special characters passed in to reverse via the
prefix argument are properly escaped so that calls to
django.utils.regex_helpers.normalize and/or string formatting
operations don't result in exceptions.
Thanks to toofishes for the error report.
loads has no way to tell if it should provide text or bytes to the
serializer; bytes are more reasonnable for a serialized representation,
and are the only option for pickled data.
dumps can perform conversions on the value it receives from the
serializer; but for consistency it seems better to require bytes too.
The current code would cause an exception when loading pickled session
data. See next commit.
Also fixed a bug when checking for compressed data.
We probably historically customized it for good reasons, but
currently, the differences with upstream Python are not
significant any longer.
Also fixes#19075 for which a test has been added.

In some cases (notably Python 3), when handle_uncaught_exception was
itself raising an exception, the got_request_exception was storing
the latter exception instead of the original exception.
* Renamed the __unicode__ methods
* Applied the python_2_unicode_compatible decorator
* Removed the StrAndUnicode mix-in that is superseded by
python_2_unicode_compatible
* Kept the __unicode__ methods in classes that specifically
test it under Python 2
In Python 3, the str type has an __iter__ attribute. Therefore, the
presence of an __iter__ attribute is not sufficient to distinguish
'standard' iterables (list, tuple) from strings.
* Renamed smart_unicode to smart_text (but kept the old name under
Python 2 for backwards compatibility).
* Renamed smart_str to smart_bytes.
* Re-introduced smart_str as an alias for smart_text under Python 3
and smart_bytes under Python 2 (which is backwards compatible).
Thus smart_str always returns a str objects.
* Used the new smart_str in a few places where both Python 2 and 3
want a str.
Previously, the flush was done before the test case execution and now
it is performed after it.
Other changes to the testing infrastructure include:
* TransactionTestCase now doesn't reset autoincrement sequences either
(previous behavior can achieved by using `reset_sequences`.)
With this, no implicit such reset is performed by any of the provided
TestCase classes.
* New ordering of test cases: All unittest tes cases are run first and
doctests are run at the end.
THse changes could be backward-incompatible with test cases that relied
on some kind of state being preserved between tests. Please read the
relevant sections of the release notes and testing documentation for
further details.
