URLValidator now validates the maximum length of a hostname and the
maximum length of all labels inside the hostname.

Emre Yilmaz 8e838d9c86 Fixed #25840 -- Fixed BaseCache.get_or_set() on the DummyCache backend. 
This also fixes a possible data eviction race condition between
setting and getting a key. Another thread could remove the key
before get_and_set() accesses it again. In this case, now the
default value will be returned instead of None.

The original intent in refs #20536 was to use the highest protocol.
Calling zlib.compress() with a compression level of -1 seems to
fall back to the default level of 6.

In a speed critical section, conditionally apply of the regex will save some

Aymeric Augustin df0a446fd4 Fixed #25510 -- Allowed runserver to start with incorrect INSTALLED_APPS. 
In that case, the content of INSTALLED_APPS will be ignored until it's
fixed and the autoreloader kicks in. I confirmed this behavior manually.
As explained on the ticket it's hard to write a test for this case

It has returned a ResolverMatch object since commit e0fb90b2.
