Fixed #22456 -- Replaced 900913 EPSG code by 3857 in some tests
...
3857 is now the official EPSG code for the Google spherical mercator
projection and some recent versions of GDAL do not recognize 900913
any longer.

Fixed #22001 -- Ensure db_type is respected.
...
db_parameters should respect an already existing db_type method and
return that as its type string. In particular, this was causing some
fields from gis to not be generated.

Ensure cursors are closed when no longer needed.

This commit touchs various parts of the code base and test framework. Any
found usage of opening a cursor for the sake of initializing a connection
has been replaced with 'ensure_connection()'.

Moved RequestSite and get_current_site.

Following the app-loading refactor, these objects must live outside of
django.contrib.sites.models because they must be available without
importing the django.contrib.sites.models module when
django.contrib.sites isn't installed.
