Nick Pope 9397d3add4 Fixed #28558 -- Simplified code to remove OGRIndexError. 
The test is a regression for refs #4740 to show that the original fix of
OGRIndexError is no longer needed.

This is similar to the removal of GEOSIndexError in
197b187810.

Carl Meyer 9012833af8 Fixed #17365, #17366, #18727 -- Switched to discovery test runner. 
Thanks to Preston Timmons for the bulk of the work on the patch, especially
updating Django's own test suite to comply with the requirements of the new
runner. Thanks also to Jannis Leidel and Mahdi Yusuf for earlier work on the
patch and the discovery runner.

Claude Paroz 6eda8d784a Enlarged exception catching when testing for GDAL presence 
Other import errors than ImportError can happen during import of
GDAL files (e.g. OGRException). Some further auditing may be needed
if we want to restrict the catched exceptions at a later stage.

Florian Apolloner ac1b9ae630 Fixed GIS testsuite. 
Moved HAS_SPATIALREFSYS back into the tests namespace since it only operates
on the default database and isn't a global flag like HAS_GDAL.
