This is backwards-incompatible if you were doing things to 'initial' in BaseModelFormSet.__init__, or if you relied on the internal _total_form_count or _initial_form_count attributes of BaseFormSet. Those attributes are now public methods.

Fixed #5791 -- Added early-bailout support for views (ETags and Last-modified).

This provides support for views that can have their ETag and/or Last-modified
values computed much more quickly than the view itself. Supports all HTTP
verbs (not just GET).
Documentation and tests need a little more fleshing out (I'm not happy with the
documentation at the moment, since it's a bit backwards), but the functionality
is correct.

Added some documentation explaining "managed=False" vs. "proxy=True".

These features look similar, but they're not identical. They can't be merged
into one (without requiring at least two Meta parameters anyway), so we've made
them have APIs that match their natural use-cases most easily.
Anyway, the documentation explains both the details and gives some simple to
follow rules.

Fixed #6464 -- Added incr() and decr() operations on cache backends. Atomic on Memcache; implemented as a 2 stage retrieve/update on other backends. Includes refactor of the cache tests to ensure all the backends are actually tested, and a fix to the DB cache backend that was discovered as a result. Fixed #8138 -- Changed django.test.TestCase to rollback tests (when the database supports it) instead of flushing and reloading the database. This can substantially reduce the time it takes to run large test suites.

This change may be slightly backwards incompatible, if existing tests need to test transactional behavior, or if they rely on invalid assumptions or a specific test case ordering. For the first case, django.test.TransactionTestCase should be used. TransactionTestCase is also a quick fix to get around test case errors revealed by the new rollback approach, but a better long-term fix is to correct the test case. See the testing doc for full details.

Upgraded included simplejson to 2.0.7.

Also changed importing logic to prefer a system-installed version of
simplejson (unless it's an earlier version that does not contian the C
speedups), then the json module from Python 2.6, then the version
shipped with Django.
Fixed #9266 .
