This only happens if USE_TZ = False and pytz is installed (perhaps not
the most logical combination, but who am I to jugde?)
Refs #23714 which essentially fixed the same problem when USE_TZ = True.

timezone-related format methods from DateFormat class to TimeFormat

[py3] Ported django.utils.encoding.
...
* Renamed smart_unicode to smart_text (but kept the old name under
Python 2 for backwards compatibility).
* Renamed smart_str to smart_bytes.
* Re-introduced smart_str as an alias for smart_text under Python 3
and smart_bytes under Python 2 (which is backwards compatible).
Thus smart_str always returns a str objects.
* Used the new smart_str in a few places where both Python 2 and 3
want a str.

Fixed #13547 -- Made sure the ISO 8601 date formatting introduced in r12058 uses "T" as the separator between the date and the time value to increase real world usefulness.

While the ISO standard permits the use of a space instead of "T" for readability, it does have an impact on standards like HTML5 which rely on specific rules made in RFC 3339.
