Fixed #14614 - filtering of sensitive information in 500 error reports.

This adds a flexible mechanism for filtering what request/traceback
information is shown in 500 error emails and logs. It also applies
screening to some views known to be sensitive e.g. views that handle
passwords.

patch and the rest of the work on this.

Fixed #6213 -- Updated the flatpages app to only append a slash if the flatpage actually exist.

The FlatpageFallbackMiddleware (and the view) now only add a trailing slash and redirect if the resulting URL refers to an existing flatpage. Previously requesting /notaflatpageoravalidurl would redirect to /notaflatpageoravalidurl/, which would then raise a 404. Requesting /notaflatpageoravalidurl now will immediately raise a 404. Also, Redirects returned by flatpages are now permanent (301 status code) to match the behaviour of the CommonMiddleware.

Updated FormPreview to use form_hmac rather than the old security_hash function

This ought to have been done in [14218], but although the FormPreview class
was modified, and some tests were added, the crucial lines of code were not
changed (the 'FormPreview.security_hash' method), and tests for the new
behaviour were not added. So it is being changed now. Unlike some of the
other code in that changeset, this does not need to have a compatibility
fallback to cope with existing hashes, because the consequence of a failed
hash is minimal - the user is re-presented with the preview stage of the
form, which will then have a correct hash.

Fixed #15424 -- Corrected lookup of callables listed in admin inlines' `readonly_fields` by passing the right ModelAdmin (sub)class instance when instantiating inline forms admin wrappers. Prevented non-admin users from accessing the admin redirect shortcut.

If the admin shortcut view (e.g. /admin/r/<content-type>/<pk>/) is
publically-accessible, and if a public users can guess a content-type ID
(which isn't hard given that they're sequential), then the redirect view could
possibly leak data by redirecting to pages a user shouldn't "know about." So
the redirect view needs the same protection as the rest of the admin site.
