Made atomic usable when autocommit is off.

Thanks Anssi for haggling until I implemented this.
This change alleviates the need for atomic_if_autocommit. When
autocommit is disabled for a database, atomic will simply create and
release savepoints, and not commit anything. This honors the contract of
not doing any transaction management.
This change also makes the hack to allow using atomic within the legacy
transaction management redundant.
None of the above will work with SQLite, because of a flaw in the design
of the sqlite3 library. This is a known limitation that cannot be lifted
without unacceptable side effects eg. triggering arbitrary commits.

The atomic block provides a clean rollback to a savepoint on failed writes.
The ticket reported a race condition which I don't know how to test.

Deprecated transaction.commit/rollback_unless_managed.

Since "unless managed" now means "if database-level autocommit",
committing or rolling back doesn't have any effect.
Restored transactional integrity in a few places that relied on
automatically-started transactions with a transitory API.

There was a problem caused by Postgres 9.0+ having bytea_output default
value of 'hex' and cache backend inserting the content as 'bytes' into
a column of type TEXT. Fixed by converting the bytes value to a string
before insert.

In all those occurrences, we didn't care about preserving the
lazy status of the strings, but we really wanted to obtain a
real bytestring.

Fixed #11675 -- Added support for the PyLibMC cache library. In order to support this, and clean up some other 1.3 caching additions, this patch also includes some changes to the way caches are defined. This means you can now have multiple caches, in the same way you have multiple databases. A huge thanks to Jacob Burch for the work on the PyLibMC backend, and to Jannis for his work on the cache definition changes.

Add warning when using cache keys that might not work with memcached.
...
This means testing with local dev caches (not memcache) will warn
developers if they are introducing inadvertent importabilities. There is
also the ability to silence the warning if a dev is not planning to use
memcache and knows what they are doing with their keys.

Fixed #6464 -- Added incr() and decr() operations on cache backends. Atomic on Memcache; implemented as a 2 stage retrieve/update on other backends. Includes refactor of the cache tests to ensure all the backends are actually tested, and a fix to the DB cache backend that was discovered as a result. The database cache wasn't correctly handling expired keys. Fixed now.

The cache tests have been failing for a long time with the db backend. This
change makes them pass again, so no test changes required here.

Refactored cache from django/core/cache.py into django/core/cache package, with each backend getting a separate module. This keeps things cleaner and uses less memory, because the backend module is only loaded if it's needed.
