Skip model validation when models are known good.

In some situations Django calls model validation when the models are
already known good. This is most visible in tests, which use flush
and loaddata commands. This resulted in around 10% overhead when
running tests under sqlite.

Made table_names() output sorted.
...
Fixed #18218 -- previously Django's introspection table_names() and
get_table_list() methods did not sort the output consistently. This
resulted in random order of inspected models.
This commit also removed all external usages of get_table_list().
table_names() should be used instead.

Teach inspectdb to handle SQL column names that are digits.

There's no accounting for taste in the way some people name columns,
apparently. Create a column with a name of "1" and inspectdb will still

* Updated StaticFilesHandler and AdminMediaHandler
to make use of the 404 handler if needed.
* Updated runserver management command to serve static files
only in DEBUG mode (or if specified the --insecure option)
and if the staticfiles app is in INSTALLED_APPS. Also added
an option to disable serving completely (--nostatic).
* Added check in debug mode if STATICFILES_* settings are
different to MEDIA_* settings.
* Removed a faulty PendingDeprecationWarning in AdminMediaHandler
that is triggered every time runserver is used.
* Fixed an issue with the modification time checks when
running collectstatic.
* Extended and refined documentation.

Remove some code in loaddata that bails out of searching for fixture files (only when verbosity > 1) as soon as attempting to open any potential fixture file fails. Fixed #9212 : Added code to check the xgettext version, and if it is lower than 0.15, undo an incorrect encoding to utf-8 done by xgettext. This bug was fixed in xgettext 0.15, but the most-easily-installed Windows gettext binaries are older (0.13.1), so we work around it.

Major refactoring of django.dispatch with an eye towards speed. The net result is that signals are up to 90% faster.

Though some attempts and backwards-compatibility were made, speed trumped compatibility. Thus, as usual, check BackwardsIncompatibleChanges for the complete list of backwards-incompatible changes.
Thanks to Jeremy Dunck and Keith Busell for the bulk of the work; some ideas from Brian Herring's previous work (refs #4561 ) were incorporated.
Documentation is, sigh, still forthcoming.
Fixes #6814 and #3951 (with the new dispatch_uid argument to connect).

Fixed #5522 -- Moved make-messages, compile-messages and daily-cleanup into django-admin.py.

They are now called "makemessages", "compilemessages" and "cleanup". This is
backwards incompatible for make-messages.py and compile-messages.py, although
the old executables still exist for now and print an error pointing the caller
to the right command to call.
This reduces the number of binaries and man pages Django needs to install.

Fixed #4371 -- Improved error checking when loading fixtures. Code now catches explicitly named fixture formats that are not supported (e.g, YAML fixtures if you don't have PyYAML installed), and fixtures that are empty (which can happen due to XML tag errors). Changed loaddata to display 'No fixtures found' and 'Loading XXX fixtures' only if verbosity level is greater than 2. It's not necessary to display those messages all of the time, and they're confusing to new users.
