The only debatable thing here is setting FIRST_DAY_OF_WEEK to 1.
The only examples of calendars I can find in Welsh start on Monday,
for example, the calendar on S4C (the only all Welsh TV station).

When STATIC_ROOT wasn't set, collectstatic --clear would delete
every files within the current directory and its descendants.
This patch makes the following changes:
Prevent collectstatic from running if STATIC_ROOT isn't set.
Fixed an issue that prevented collectstatic from displaying the
destination directory.
Changed the warning header to notify when the command is run
in dry-run mode.
Language codes for Chinese are zh_Hans (Simplified) and zh_Hant (Traditional).
Added support for browsers that still send the deprecated language codes.

SuspiciousOperations have been differentiated into subclasses, and
are now logged to a 'django.security.*' logger. SuspiciousOperations
that reach django.core.handlers.base.BaseHandler will now return a 400
instead of a 500.

Single language sites should always be translated in LANGUAGE_CODE,
regardless of the browser's Accept-Language. Having LocaleMiddleware
enabled can result in having some parts, like the admin, translated
in an unexpected language, typically if someone browses a non-English
website on a system set up in English. Since most websites won't be
translated in multiple languages — especially at the time they're
created — it's better not to enable LocaleMiddleware by default.

Used an absolute path for the SQLite database.
This ensures the settings file works regardless of which directory
django-admin.py / manage.py is invoked from.
BASE_DIR got a +1 from a BDFL and another core dev. It doesn't involve
the concept of a "Django project"; it's just a convenient way to express
relative paths within the source code repository for non-Python files.

Normalized the default application template.
Removed the default test that 1 + 1 = 2, because it's been committed
way too many times, in too many projects.
Added an import of `render` for views, because the first view will
often be:
def home(request):
return render(request, "mysite/home.html")
ISO formats are automatically appended to the list of input
formats. Kept only when it is specified in first position, as it
has a special meaning in localize_input.
