Adam Johnson 702c314c57 Moved ManagementForm's fields to class attributes. 
This helps introspection, and it follows the comment in
BaseForm.__init__() to avoid changing base_fields.

yakimka c542d0a072 Fixed #32949 -- Restored invalid number handling in DecimalField.validate(). 
DecimalField must itself validate() values, such as NaN, which cannot be
passed to validators, such as MaxValueValidator, during the
run_validators() phase.

William Schwartz 9ee693bd6c Fixed #32316 -- Deferred accessing __file__. 
Deferred accessing the module-global variable __file__ because the
Python import API does not guarantee it always exists—in particular, it
does not exist in certain "frozen" environments. The following changes
advanced this goal.
