Renamed Field.rel attribute to remote_field
...
Field.rel is now deprecated. Rel objects have now also remote_field
attribute. This means that self == self.remote_field.remote_field.
In addition, made the Rel objects a bit more like Field objects. Still,
marked ManyToManyFields as null=True.

Consolidated it in one file and move the DOM related stuff to the
template so it is easily overridable. To override the popup behavior
you need to add handlers for the custom events triggered in the
admin_change_form_document_ready template block.

[py3] Ported django.utils.encoding.
...
* Renamed smart_unicode to smart_text (but kept the old name under
Python 2 for backwards compatibility).
* Renamed smart_str to smart_bytes.
* Re-introduced smart_str as an alias for smart_text under Python 3
and smart_bytes under Python 2 (which is backwards compatible).
Thus smart_str always returns a str objects.
* Used the new smart_str in a few places where both Python 2 and 3
want a str.

Fixed #16542 -- Made Raw ID form widgets shipped with the admin app render the related object lookup tool only when the related model is effectively registered with the AdminSite.

Fixed #16050 -- BACKWARDS-INCOMPATIBLE CHANGE: Moved static files of the admin to conventional file system location.

This also removes the need for ADMIN_MEDIA_PREFIX and replaces it with the convention to find admin's static files at STATIC_URL + 'admin/'.
