Moved version code out of __init__.py.
...
Moved everything except VERSION and a get_version() stub out of the top-level __init__.py, so that we're not importing all that stuff all the time. And because it's cleaner.

Simplified timezones tests with settings_changed.

Improved the behavior of get_random_string to re-seed itself each time it is called
if the system does not have a secure random number generator. This will change the
properties of the random string produced, but will be unpredictable to an attacker.
