Akihiro Suda ccd4436fc4 .travis.yml: add Fedora 31 vagrant box (for cgroup2) 
As the baby step, only unit tests are executed.

Failing tests are currently skipped and will be fixed in follow-up PRs.

Fix #2124

Andrey Vagin e49c1dc559 Rework ParseCgroupFile 
Currently we parse /proc/self/cgroup for each controller.
It's ineffective.
