Corrected QuerySet.prefetch_related() note about GenericRelation(). 
GenericRelation is a reverse generic relationship so it's always
homogeneous. Mentioning this as a restriction is confusing.

Nick Pope f92e68c30a Fixed #34822 -- Added support for serializing functions decorated with functools.lru_cache in migrations. 
`@functools.cache` and `@functools.lru_cache` return an object of type
`functools._lru_cache_wrapper` which prevented the migrations serializer from
working. Simply using the existing `FunctionTypeSerializer` for this additional
type works as expected.

Nick Pope e15174983a Renamed ChoicesMeta to ChoicesType. 
This also uses enum.EnumType for Python 3.11+ as Python 3.11 renamed
EnumMeta to EnumType. While the former is still available as an alias
of the latter for now, let's prefer the canonical name for this.

Juan Alvarez 517d3bb4dd Fixed #34779 -- Avoided unnecessary selection of non-nullable m2m fields without natural keys during serialization. 
By using `select_related(None)` instead of `select_related()`, the
unnecessary joins are completely avoided. Note that the current tests
already covers the change, when the field is not `null=True`.

Simon Charette 3434dbd39d Fixed #34754 -- Fixed JSONField check constraints validation on NULL values. 
The __isnull lookup of JSONField must special case
Value(None, JSONField()) left-hand-side in order to be coherent with
its convoluted null handling.

Since psycopg>=3 offers no way to pass a NULL::jsonb the issue is
resolved by optimizing IsNull(Value(None), True | False) to
True | False.

* Restored coverage multiprocess concurrency with threads

Investigating https://github.com/nedbat/coveragepy/issues/1585 revealed
that thread tracing gets disabled when passing
`concurrency = multiprocessing`. Adding `thread` restores it, and
ensures that the `auser()` is reported as covered since the test suite
uses `AsyncToSync` to execute this middleware (which spawns threads).

Added a tutorial step that highlights Django Debug Toolbar, on of the
most common third party packages. It also added a mention of
djangopackages.com as a place to search for other libraries and a
link to Adam Johnson’s post on evaluating whether a package is
well-maintained.

Third-party packages are one of Django’s strengths. This should give
folks a sound route in.

Nick Pope 8c660fb592 Fixed CVE-2023-23969 -- Prevented DoS with pathological values for Accept-Language. 
The parsed values of Accept-Language headers are cached in order to
avoid repetitive parsing. This leads to a potential denial-of-service
vector via excessive memory usage if the raw value of Accept-Language
headers is very large.

Accept-Language headers are now limited to a maximum length in order
to avoid this issue.

Nick Pope b47f2f5b90 Fixed #33865 -- Optimized LimitedStream wrapper. 
The current implementation of LimitedStream is slow because .read()
performs an extra copy into a buffer and .readline() performs two
extra copies. The stream being wrapped is already typically a BytesIO
object so this is unnecessary.

This implementation has largely been untouched for 12 years and,
inspired by a simpler implementation in werkzeug, it was possible to
achieve the following performance improvement:
