Shai Berger 42cd8c390d Fixed #33986 -- Hardened binary lookup in template commands. 
Made template commands look up formatters before writing files.
This makes sure files included in the template are not identified
as executable formatter commands, even in case the template is
rendered into the system path (as might easily happen on Windows,
where the current directory is on the system path by default).

While at it, Warned about trusting custom templates for
startapp/startproject.

David ce586ed693 Removed hyphen from pre-/re- prefixes. 
"prepopulate", "preload", and "preprocessing" are already in the
spelling_wordlist.

This also removes hyphen from double "e" combinations with "pre" and
"re", e.g. preexisting, preempt, reestablish, or reenter.

The colorama library may also be used, as an

Simon Charette 0b83c8cc4d Refs #31055 -- Added --database option to the check management command. 
This avoids enabling the ``database`` checks unless they are explicitly
requested and allows to disable on a per-alias basis which is required
when only creating a subset of the test databases.

This also removes unnecessary BaseCommand._run_checks() hook.
