Nick Pope 847f46e9bf
Removed redundant QuerySet.all() calls in docs and tests. 
Most QuerySet methods are mapped onto the Manager and, in general,
it isn't necessary to call .all() on the manager.

Hasan Ramezani 7af8f41273 Refs #26445 -- Allowed using UserManager.create_user()/create_superuser() in migrations. 
Used app config to lookup user model in _create_user().
