Aymeric Augustin aff649a3bd Normalized imports of functools.wraps. 
@wraps is 10 times more common than @functools.wraps. Standardize to
the most common version.

Jon Dufresne 81d69568a6 Made test_once a keyword argument in template_tests.utils.setup(). 
Replaces the kwargs.get(...) pattern. Helps avoid typos by providing a
better error message in case of misuse.

Aymeric Augustin 7eefdbf7ab Cleaned up the django.template namespace. 
Since this package is going to hold both the implementation of the Django
Template Language and the infrastructure for Multiple Template Engines,
it should be untied from the DTL as much as possible within our
backwards-compatibility policy.

Only public APIs (i.e. APIs mentioned in the documentation) were left.
