ruff is faster and handle everything we had prior.
isort configuration done based on the indication from
https://github.com/astral-sh/ruff/issues/4670, previousely based on
reorder-python-import (#11896)
flake8-docstrings was a wrapper around pydocstyle (now archived) that
explicitly asks to use ruff in https://github.com/PyCQA/pydocstyle/pull/658.
flake8-typing-import is useful mainly for project that support python 3.7
and the one useful check will be implemented in https://github.com/astral-sh/ruff/issues/2302
We need to keep blacken-doc because ruff does not handle detection
of python code inside .md and .rst. The direct link to the repo is
now used to avoid a redirection.
Manual fixes:
- Lines that became too long
- % formatting that was not done automatically
- type: ignore that were moved around
- noqa of hard to fix issues (UP031 generally)
- fmt: off and fmt: on that is not really identical
between black and ruff
- autofix re-order in pre-commit from faster to slower

if we were ever to change the `name:` field in `test.yml` this would suddenly break -- this references the workflow file directly (and is what github generates now for badges)
This will trigger a deploy directly when a tag is pushed, avoiding
having to wait for another lenghty build.
This is safe since we only push release tags after the release PR has passed all its tests.
See comments in #9793.
This reverts commit 15989ddc8f.
Reverts #8945, thus reintroducing #8926 temporarily, but we should be close to
the 7.0.0 release now, where this is the correct URL to use.
Closes#8831 as follow-up to #8858.
Usually, we use semi-colon punctuation mark to connect closely related
ideas. Sentences which are after semicolon, begins with small letter,
and last sentence always ends with a period mark, see "Garner's Modern
American Usage" book for more information about usage of punctuation
mark. So removing punctuation mark altogether is a good idea, as
@gnikonorov suggested [1].

Tidelift has launched a new marketing campaign as outlined here:
* https://forum.tidelift.com/t/task-enhancement-marketing-the-tidelift-subscription-to-your-users/321
This PR splits the previous "sponsor" information into two, Open Collective
and Tidelift (as they have very different target audiences).
Also took the opportunity to reorder some items at the end of
the contents page in a manner that I believe make more sense.
* Update setup.py requires and classifiers
* Drop Python 2.7 and 3.4 from CI
* Update docs dropping 2.7 and 3.4 support
* Fix mock imports and remove tests related to pypi's mock module
* Add py27 and 34 support docs to the sidebar
* Remove usage of six from tmpdir
* Remove six.PY* code blocks
* Remove sys.version_info related code
* Cleanup compat
