Support ioctl cmd:
 QUICKSTART_LISTEN,QUICKSTART_STAGE1,QUICKSTART_STAGE2,QUICKSTART_STAGE3,QUICKSTART_UNREGISTER only for init process;
 QUICKSTART_NOTIFY for other app process.
