Made django.test.testcases not depend on staticfiles contrib app.
Do this by introducing a django.contrib.staticfiles.testing.StaticLiveServerCase
unittest TestCase subclass.
Fixes #20739.

Fixed #20290 -- Allow override_settings to be nested
